No spark

There's no spark to the plugs I hear a clicking and sometimes a whirring sound when trying ignition. . mariner 3 cylinder 85 hp Look in around I'm seeing it could be the switch\Power box for Stater, Solenoid?

Do you mean it's not starting? Not even turning over? What's your battery voltage? Have you tried rope starting it?

Weak battery.
Dirty connections on starter, solenoid, ground wire.
Weak starter, needs a cleaning or rebuild.

Try starting by placing jumper cables on battery and connecting directly to the starter.
