No spark

I have a Mercury Tracker 60 and can not get spark in 1 of the plugs. I have tried a new power pack and still the same results.

This power pack has 3 green wires coming out of it
Green / Red - Top plug
Green / White - Middle Plug
Green - Bottom plug
Bottom Plug (3) is the problem. I can take Green/red or green / white and put on bottom and it works fine. If i take green plug to bottom or move the middle it fails. When I plug to mulit meter green/red and green / white register 40 while green registers 1.5.
I figured the input wires are split into 3 greens and a new power pack would solve my problem. But for some reason the green wire is an issue on new and old power pack.
What am i missing?

NO expert but maybe my comment will bring one around.
I'm thinking the switch box

Thanks for the picture. I put in a new switch box and it does the same thing. Based on your picture it looks like the trigger might have the same 3 corresponding wires that match up with the green, green/white, and green/red. So I am thinking that might be my problem. Since my issue is the green wire maybe the issue with the trigger is the red wire.Not sure if the colors match up or not but that will be where i go next.
