No spark on 35hp 1978 Evinrude outboard

So grandson has an Evinrude 1978 model 35hp electric start, and we have no spark. Tested the tester on another engine and it is functioning properly.
What would be the cause for no spark, when the system is electronic? As in no points, condensers, would this be considered CDI? He has tested every thing for continuity and everything test out. We have not pulled the flywheel.
We have a donor engine, a 1982 Johnson 35hp that we are considering swapping parts, but where do we start?

Ok, so if we get spark, we have the lower off, the exhaust was plugged, could we attempt to start the engine just to see if it will fire? Would not let it run any length of time, due to no cooling. Webekin

While the hose is off , slip vinyl tubing over the copper tube ... then attach a garden hose to the vinyl tubing and turn on the water .

Woa, woa, woa, wait a minute. If you put a water hose on that tube be VERY CAREFULL. A water pump puts out no where near the pressure of a water hose. It'll blow the head gasket and bend the rods if you turn that hose wide open while it's running. I've seen it first hand. Maybe remove the thermostat first, but to be honest, I wouldn't do it

Compression in a cylinder ( cold ) is around 100 / 120 PSI.---Pressure is much higher with motor running.------So why would water at 45 PSI blow the head gasket ??
