No reverse?

I have reverse when tested on trailer. got into water & had no reverse? Could it be a stretched cable? Can't even force it

Could I test the bottom cable connection by disconnecting it from the linkage on top of the engine & pull or push the cable to see if it goes into forward & rvs?
