No rear cleat?

I Just bought an older pontoon that was freshly rebuilt, and only noticed it doesn't have
any cleats on the rear after pulling it up to the dock for the first time. Even worse there seems to be no place to put a cleat. The railing goes all the way to the edges of the deck, the siding on the railing goes all the way down to the deck, and it looks like the eyelets that were on the back of the pontoons have been cut off.
Anybody have any ideas for adding a secure spot to tie a rope onto the back of this thing?

On my old boat there was a thin trim piece that covered the edge of the decking and the stout aluminum framing beneath it. If the missing eye went into the aluminum frame, you may be able to replace it or put a new one nearby by drilling a mounting hole. If it were mine I'd prefer a U-bolt with two nuts to an eye-bolt with one nut.

We had a boat like that a really long time ago. We went to the hardware and bought a 1/2" galvanized eye bolt about 6" long, along with a couple of big flat washers. We installed that in the "M" bracket that goes between the pontoon logs and the floor cross members. There was a hole already there in a spot that made it pretty handy if I rememember right. Used a big flat washer on each side of the aluminum to help support the bolt. That worked for us for years....
