That would allow water to get INSIDE the engine.-----JB weld would repair that.----But I see damage / wear ( scoring ) on bottom piston.-----Here that motor would be torn apart for inspection.----You found the " smoking gun " on this motor.
I am in UK, we have ourselves only used it in river waters, but I dont know the history whether it was used on sea waters. I was thinking maybe try JB weld. In the UK outboard engines seem to be expensive most of the time.

My friend thinks the gaskets and plate keep the water out as its on the other side keeping the two halves separate, his thoughts are water wouldn't get that side as its exhaust gas where the hole is.
well a hole is usually round and that "chunck" missing does not fit the description much
patch it up and run it till it dies then find a nice early 60s 7.5 J or E .
He isn't an expert on this matter, it was just his thoughts on his belief on how it is working, and can be corrected if he is wrong, which is why i have turned to you for your expertise for him to be put right if he is wrong
or how about going on ebay and picking up a cheap used powerhead? i see quite a few little OMC powerheads from England on there! i say no way it will idle right again with that piston skirt like that
