no fire 98 4hp Johnson

Still no fire, no shock even while holding and pulling starter cord on either plug. Plugs are normal sooty so it has run, has compression and iis in like new condition other than this. Bought it cheap, but got it from flea mall where some guy did not know history of it. Getting ready to pull flywheel to check condensers and set gaps. Anything else to look for?
