No Engine Response!

Hi, I have a 69 85hp Johnson Outboard and have been trying to work through getting power to the Motor to start it up. I have replaced the ignition key switch, battery terminals, and just put a new soleniod starter in, however, when I turn the ignition key on, I get no response at all. I have checked voltage in all wires to ignition switch, from battery to motor and from solenoid to starter and everything reads 12+volts. Here are some questions? This is an hydroelectric shift motor, is there any kill switch or anything I need turned, etc. to start this engine? if not, I do not see any fuses or a fuse box from the ignition switch to the battery, would any other fuses be located that could be causing the engine not to respond? Thirdly, I noticed that two spark plugs are not receiving sparks, which I plan to replace, is that a signal of anything else or anything related to my engine not responding at all when turning the Key? Any help is appreciated. Thank you, from a new comer to the boating world!!

You got a saftey switch on the ground wire to the soleniod , location ? follow the wire :) .<br />If you shorten the ground terminal on the soleniod to engine ground and then turn the key ...

My 1969 115hp has a problem that can cause that.<br /><br />1. The start switch on the throttle cam. A small black switch that must be depressed by the cam to allow juice to flow. If the throttle is in gear no start. <br /><br />2. Also in the throttle controls there is a fast idle lever that has an adjustment. If you give it too much fast idle and it is not adjusted correctly it will move the throttle cam and the same as in #1.
