Even to 15% difference. There is no psi spec. Too many variables.

If it's a 2 stroke 18 HP, Cylinder Compression : 107 psi, must not exceed 15% between cylinders.

Compression specs are in the service manual for your model, along with the technique to obtain the numbers. You didn't mention a model, but if in North America, it's likely a 4-stroke... the NSF18, right? Keep in mind that gauges vary wildly, so as long as within 10% and not super low (say over 100 psi), you should be OK.
