Newbie Needs Help....85' Force 50 HP...No Go

:'( - Took my boat out for the first time....ran okay....when I reached higher RPM's the engine felt and sounded like it was "sputtering"....I think it's the fuel line...but the thing is I ran it all day and the next day I jumped in it and started the engine and undone my lines and pushed off the dock and I hit the throttle to forward and nothing....The engine didn't go forward and it didn't go into neautral. When I shifted from reverse to forward, the throttle would not go all the way down...just 1/2 way....I am not sure if the prop was turning or not...what should I look for....Could it be the cables or could it be worse?? Thank you for all your help. I hope I explained this properly.

examine the shift cable and operation at the engine end.
