Some have used a hole saw, but that can be hard to control and is tricky with the angle and the taper.

Others have mounted the hardware and made the tiller clearance slot with a Dremel, small grinder, wood chisel, whatever tool they had to make the slot. With the hardware in place, you can flip the tiller from side to side until you have a full throw.

I used a small angle grinder, fitted with a flap disc. Cut out the bevel with the steering in situ. Just temporarily bolted up the outer transom assembly so I could be sure the steering yoke was operating fully, with sufficient clearance.

Are you located in Washington State by any chance?

I used a holesaw, but that really only works if you cut that part first. If you’ve already made the rest of the cut out, there is nothing for the holesaw to grab into.
