New to me boat

I bought a new boat with self bailing and these are what's on the back of transom. Never seen them before and wondering if there safe

Define “safe”?

Shouldn’t need them, but the decks of many self bailing cockpits are not high enough to prevent water coming in with weight in the back of the boat.

Its either ping pong balls or wet feet

They are a band-aid for a design flaw in the boat.

In effect, they are one way valves to prevent water from coming in thru the scuppers when/if the deck dips below the water line.

If they work, your feet stay dry.
If they don’t work, your feet get wet.
If valve sticks open, you get wet feet
If valves sticks closed and your get wet feet, you have bigger issues to contend with
