New to me 1995 Monterey 256 Cruiser dash not powering up

My wife and I recently bought a 1995 Monterey 256 Cruiser as a project boat. I am working on trying to get the electrical hooked up before I start working on the motor. Currently, I am working on the dash. I get power to the ignition (key) switch from an orange wire (connected to “B” on the back). However, I am also reading that I get power to “S” (purple wire) and “I” (yellow wire with red stripe) even when the key is in the off position. Is this a sign that the ignition switch is bad? And In addition to that, none of the switches (blower, horn, etc) seem to be getting power, nor any of the gauges. What do I need to look for to fix this issue?

I also have checked and I get power to the 12v DC panel in the cabin.

I have checked for fuses around the motor (I can only find a 40 amp in a wiring harness on the motor), and inside the dash. So far I haven’t found any blown fuses.
