new to boat motors, need help starting

I have a Chrysler 55 and need to get it running. Previous owner said it ran before he started tinkering with boat. I have no idea if this is a mixed fuel engine, and The throttle is questionably assembled. How do I tell if the engine is in neutral (does it need to be to turn over???) and while I hear the click of the starter wanting to engage, nothing happens. What is a logical rundown to check for conditions to get it to turn over? Also, what type of battery? It's got a car battery in it now, and not sure if that's correct. Any help would be appreciated. My girlfriend is sick of the driveway ornament!

There is a neutral interlock switch located on the starboard side. If motor is not in neutral it wont start. If you are getting a click that means that in neutral the interlock switch is working and providing power to the starter solinoid (located on the front port side. Check all the battery connections and sand or file off any corrosion. This includes the connections to the starter and the starter solinoid. Chances are your battery is low or you have corrosion on leads. If battery is good and connections are clean try removing the spark plugs and give it a quick start to see if starter motor will turn the flywheel. Do this only for a second so you dont fry out the electronics.<br /><br />Fuel mixture for the motor is 50 to 1. Make sure you use outboard motor oil. Do not use standard 2 cycle oil that you would use for a chainsaw or weed wacker.
