New to 4 strokes

Hi guys and gals,
Need some help and tutoring on a 4 stroke I recently purchased. It is a Suzuki DF 15, 4 stroke, 2007 model. This engine looks very clean and no signs of mis-use. Bought it from a gentleman that stated it was his fathers, who recently passed away.
Problem: The motor will not run unless the choke is kept "full on". Initially had a problem with the oil being over-full, and the small port on the water system was plugged with a sandy mixture of dirt. Corrected these, however seem to have a fuel system or ignition problem. Don't know where to start. Running with the choke full out has the motor sputtering etc, and as a retired engiineer, I know it is not right.
Any help??

Thanks Captain.
One thing I took for granted was the fact the engine "looked" super clean etc. However I have no idea how long the engine was sitting. Would I be ok in thinking I can take the carb apart and properly soak it, reassemble without a gasket kit? Can't seem to find a kit for this engine online.

"Running with the choke out" is just attempting to overcome a very lean fuel mixture caused by plugged carb jets. Clean carb(may not require a kit as long as gaskets don't tear up), start using Stabil or Seafoam in your fuel to stabilize it and help prevent deterioration and further plugging. Drain carb(drain plug on side or bottom) several times per year and especially before any lengthy shut-down periods of several weeks or months. Clean, fresh, stabilized fuel is a key to good, dependable outboard operation. Good Luck!
