thank you to first person that help out.

next problem i have the cables to right place ( new 650a cables replaced the bad ones)

question on my type of motor 1964 650 mercury 4 cyc
should i be able to maunally shift from forward to net. to reverse with no cables hooked up?

if so, dose the throttle advance amd spark advance have to be in a certain place ( i would think throttle closed--butterflies shut) ?

if the motor would not shift in other gears what could the problem be?

You should be able to push the shift link and shift the engine to fwd or neutral, you will have to have someone turn the prop for rev when the engine is not running. The engine will have to be a idle position to shift as it has a shift interlock, if you look under thr bottom carb you will see it 2 levers one with slot that has to line up with the other to shift

if it dose spin, it should go the oppisite way in reverse and spin two ?

In forward gear, the propeller will "ratchet" in one direction and not the other.

In reverse, the prop will only move a small distance in either direction.

BTW, if you're having someone move the prop while you shift, to prevent any possibility of injuries pull all the spark plug wires off the plugs, so there's no way the motor can start.
