BillP,<br /><br />That didn't happen. It couldn't. Just read the above posts telling him how he couldn't. I guess it is a good thing he didn't bother to read the reasons something couldn't be done and just went out and did it.<br /><br />Heck he seemed to do exactly what I would have.

Yup Kenneth I should read a little closer you were only talkin bout those that could but chose not to.<br /><br />Answer your question of why:<br />1. Just don't want to leave my house you can't make me.<br />2. You told me to get out for Hurricane Camille she didn't kill me this one won't either.<br />3. If I leave some gangbanger will steal all my stuff.<br /><br />You make your choice & complain about the consequences.

You know what makes me mad about the whole thing?<br />In 1927 there was a HUGE flood threatening NO. They actually blew levies in other towns to defend the city and come to find out later it was unnecessary!. Also they promised to help those other cities with money and such. This never happened.<br /><br />I personally don't want them to rebuild the city as it was. They should move the city if possible and build it so they don't have such a threat to themselves.<br /><br />As to help all I hear about is the blame game there was help but people chose not to hear, "get out of the city."<br /><br />I have no sympathy for them.

I am afraid that you have just convinced me that you are the idiot. If you believe that the NRA is responsible for the behavior of the low-life scum in New Orleans who have done these things, you leave me little choice. What were the laws causing conflicts with an expeditious deployment of military forces?<br /><br />See the part where the state governor has to request it.....<br /><br /><br />Section 1385 of Title 18, United States Code (USC), states:<br /><br />“Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both.”<br /><br />The PCA does not apply to the U.S. Coast Guard in peacetime or to the National Guard in Title 32 or State Active Duty status. The substantive prohibitions of the Posse Comitatus Act (PCA) were extended to all the services with the enactment of Title 10 USC, Section 375. As required by Title 10 USC, Section 375 the secretary of defense issued Department of Defense Directive 5525.5, which precludes members of the Army, Navy, Air Force, or Marine Corps from direct participation in a search, seizure, arrest, or other similar activity unless participation in such activity by such member is otherwise authorized by law.<br /><br />The PCA generally prohibits U.S. military personnel from direct participation in law enforcement activities. Some of those law enforcement activities would include interdicting vehicles, vessels, and aircraft; conducting surveillance, searches, pursuit and seizures; or making arrests on behalf of civilian law enforcement authorities. Prohibiting direct military involvement in law enforcement is in keeping with long-standing U.S. law and policy limiting the military’s role in domestic affairs.<br /><br />The United States Congress has enacted a number of exceptions to the PCA that allow the military, in certain situations, to assist civilian law enforcement agencies in enforcing the laws of the U.S. The most common example is counterdrug assistance (Title 10 USC, Sections 371-381). Other examples include:<br /><br />The Insurrection Act (Title 10 USC, Sections 331-335). This act allows the president to use U.S. military personnel at the request of a state legislature or governor to suppress insurrections. It also allows the president to use federal troops to enforce federal laws when rebellion against the authority of the U.S. makes it impracticable to enforce the laws of the U.S.<br /><br /><br />Blanco has refused to sign over control of the National Guard to the federal government and has turned to a Clinton administration official, former Federal Emergency Management Agency chief James Lee Witt, to help run relief efforts.<br /><br /><br />I have to wonder if there are any political components to this decision to obstruct the process while continuing to blame the administration for the failures of her local and state governments.

I hope you taught your daughters to boil anything for at least 10 min before eating or drinking anything exposed to the rains or flood waters. you cannot predict accurate landfall of a hurricane 48 hours in advance. even Dr Gray cannot and will tell you so. <br /> walking out during the storms approach is foolish. with tropical rains/wind extending 200 miles and hurricane force winds for 100 even if ya made 40 miles if you did not have a safe shelter in high ground your just going to die tired. most folks dont know of any safe place 40 miles from home.<br /> best to follow the advice of the local authorty and leave. or better yet educate yourself on local conditions,roads and shelters and maybe leave before your told if nessasary.<br /> myself I dont trust anyone other than me to insure I stay alive.<br /> walking out after an event would be ok. as long as the route is safe.<br /> but anything exposed to the storm is contaminated. can lead to all sorts of nasty gastric problems. and 48 miles is not far enough from a hurricane to be safe. <br /> I have seen people leave here and go to Richmond VA, a 6 hour drive with good traffic, and get whomped. by air its really not far if your a hurricane.<br /> Meridian MS, where my sister is residing in a redcross shelter, is half way up the state of MS on the AL MS line and they had wind speeds of 130 MPH. <br /> I do agree that most folks that stayed stayed of their own free will for whatever reason. <br /> having lived through my share of wind events and assisting in the aftermath of such events has taught me much about both the good side of humans and the bad side as well as the stupidity or lack of general knowledge most folks have about their surroundings.<br /> natural disasters are a fact of life in most areas. whether its earthquakes, i did all my high school in the SF bay area, fires and tornadoes and hail in the DFW TX area, lived there for about 8 years, or hurricanes and floods on the gulf and mid atlantic coasts. most folks cant tell you wich way the wind blows or why. most folks cant say what to do in event of earthquake or what to watch out for after. <br /> its amazing how many folks rely on others to keep themselves alive.<br /> but give it a few weeks and ask anyone you meet which directon the wind blows in a hurricane and which direction the hurricane will move at lanfall and you will get a blank look. knowing the direction of the wind and direction the storm will travel after landfall may mean the differnce between life and death.

I'll sum it up for ya'll- The dumbass's that stayed behind because they were too proud, too stupid, and ready to steal , kill, and rape deserve whatever the city gives them, which should be nothing more than death.<br /><br /><br />I myself know what my family nneds to survive. I myself will take steps to insure that they survive. Should the need arise I will take those steps. When it depends on my childrens survival I could care less what the law says, or what anyone thinks. I am paid to uphold the law, however I would gladly break it to make sure my girls will live. If it meant stealing a car, robbing a store, or anything else it would happen. Those that would not take appropriate measures for there FAMILY don't deserve a family and are nothing more than a coward. I post under my real name, and my real city. Ain't no coward on this end. If anybody doubts what I will do to protect my family try to bring harm to it. There is nothing on Earth more important than family.
