New motor installed but having fuel/possible electrical problems. Help!

Overheated my 1998 mercrusier 350 5.7L engine on Saturday, killed engine. Already had a reman ready and all parts swapped to the new block already. Upon testing outside the boat, the mechanic is having a problem with fuel delivery. He said half of the carb is getting fuel, the other half is not getting enough and it hiccups and sets timing back 15 degrees.. Seems to think the problem is not carb related but an electronic module ($500 part). I don't know the name of this module, I am going to the shop now to get a part name etc.. I am just hoping someone had a similar problem and can offer some advice or share experience. I don't care that I have a mechanic on this from a reputable shop. More heads are better than 1. He seems unsure from talking to him. If anyone can help, I would love to see some replies.

A 1998 5.7L carb, should be a 2brl, with T5 iginition. I'm not sure what you mean by hiccup (backfire?), but the ignition has to be in base mode for adjusting idle mixture, idle speed, and timing. I'd question the "reputable shop", if the mechanic didn't know that, though. That carb only has a single bowl, so if one side is not getting fuel, probably plugged jets/passages.

Turned out they were 2 separate problem, the carb was plugged up and the ingnition control module was also bad. Motor being installed back in boat now and hopefully will be trouble free for the rest of the Summer!
