If the water separator is empty, it can be real hard to prime. Fill it with fuel. Also fill the primer bulb with fuel. They are not very good at pumping air.

Bulb is on the correct way. The water seperator is empty so i will try filling it up. What about unhooking the line right at the tank and pump gas through it from there. then hook it back up and run the motor to prime the pick up tube from the tank?

If its a carb motor the bulb should pump right thru, fill the filter and the carb. The carb would keep letting air out until full of fuel

If its EFI, you need to bleed the air out at the fuel rail, or TB. Would help to fill the filter

I found on mine that the primer bulb had to be held with the arrow pointed up to work. I replaced it with a more expensive setup and now no issues.
