New boat, and new headache (paperwork)

I'm sure the sticky post gods will get me for this one. So I just bought this boat about 2 days ago. Seller claimed they had ALL original paperwork. I ran through the folder and I have everything imaginable except... titles. Which brings me to my question, I reside in the lovely state of new jersey. Can I get this boat registered?

Things I do have:
Notarized bill of sale
Certificate of origin
I filled out the universal title app.
I filled out the ba-51 form

Now my notary explained to me that I am probably still goin to have an issue, but I may luck out given I have the original certificate of origin. Anyone have any experience with something like this?

The only experience I have had with this is trying to register a 10’ Walker Bay that was given to us by a relative. I wanted to register it because we were going to use it as a water taxi with a Suzuki DF2.5 and in NY state if you put a motor on it it has to be registered. So I went to a local dealer for WB boats and he was able to get us a Cert of Origin with the hull ID #. In NYS small boats are not titled as larger boats were. So I went to the DMV with the paperwork & was able to register it.

Agreed be nice to the state workers and patient….
