If you are asking about the trailing edge of the keel, you can clean it up but it will only look better when out of the water.

Edit - You need to make sure it is water tight. If it has leaked and the wood is wet / rotten then you may have a lot of extra work ahead.

Need a better picture and exactly which spot you are looking at. A far away picture to get a good overall look along with a close up of the spot would be best.
