How big does it have to be? Is it a mooring bouy?

Thank you for your responce I need a buoy to helme anchor on the Columbia River in oregon, I just bought a 14' aluminum boat a 12'' to 15'' diameter should work. let me Know if you can help <br /><br /> thank you.,
