Need help with the Control Box

I can't get the shifter and throttle cables hooked up where they are both working. The only cable working is the shifter. Its a side mount Mercury 3000 Classic. I dont know if im missing a piece or simply putting it together wrong. I can't find a detailed diagram to see whats wrong.
Any ideas?
