Need help with 1968 evinrude 40HP selectric shift

I recently bought this motor from a neighbor but it only goes in reverse and does not go forward iv been wanting to get it in the water and take out fishing but I can't go reverse all the way I need help please!!!!???? The motor is a 1968 evinrude 40HP selectric shift.

So when you punch the forward button it does nothing, punch the neutral button it does nothing, and you punch the reverse button it goes in reverse, or is it in reverse no matter what you do? In any case you will have to troubleshoot it from the control down to the engine. 12 volts on the green shift wire = forward, no voltage on either the green or blue shift wire = neutral. 12 V on the blue shift wire = reverse. At no time should there be 12V on both the green and blue shift wires at the same time.
Electric shift gearcases use Type C gear oil, not the regular 85-90W stuff.

It reves up if I go forward but won't move it does move in reverse tho

Disconnect any and all 12vdc to lower unit. spin prop by hand and see if it will engage. If it does, you have a problem in switch, if it doesnt you have a problem in lower unit. Post results!
