Regular puller with 2 pieces of 1/4-20 or 5/16 all thread.
Clean the small holes/threads before trying.
Then make sure they go in at least 1/4-1/2 in. in before attempting to pull.
Salt water can make it difficult to pull, might need propane torch.
Did you pull the slotted screw thinking it's a drain plug?
Find a parts diagram to see what's in past this carrier.
There's pieces that get buried in gunk that need to need removed before the rest comes out.#23 pry them out of the groove.
I think you might find a U-tube video to help?(maybe)
Ask on here if you have trouble, you can screw this thing and getting it fixed might be impossible.

Don't need to remove the lower to remove the carrier.
But why are you removing it in the first place?
But to do anything else you'll need to drop the unit.
Drain the oil first.

Because I had an issue with the forward gear and my oil was cloudy. And I was told it had to do with bad seals, so someone told me to change seals which I am working on doing, however I also noticed that there was metal flakes in the oil but the gears look fine, the clutch dog looks like it has been kicked a bit but I don't know what the tolerances on it are. I'm also doing impeller so I dropped the unit anyway.

How would I know if gears, clutch dogs are damaged?

The clutch dog and the gear should have straight edges and perpendicular surfaces.
No rounded edges.

Post pics of both sides of the dog and the mating surface on the gears.
Did you have trouble jumping out of gear or a banging under load?

Pics arent the best but from what I see, the edges could be squared off.
Or try flipping it around as it works both ways.
