The directiion of the fins won't make any difference because thay will align themselves when the impeller turns in water. The pin that locks the the impeller to the driveshaft must be in place. The two water tubes must be inserted correctly into the water pump housing.
The air bleed hole at the top of the impeller liner must be clear.
The pumps are not self-priming so water must cover the water pump initially.
The 1977 115 did not come with a tell-tale but you should have some water spitting from the exhaust relief holes after about 30 seconds or so, once the mid section fills.
You can add a tell-tale if you want. The instructions are in the Engine FAQ Forum at this site. The necessary part numbers are listed in the 3rd entry - they list at around $20. total.
