Need help mounting motor - pics included

I recently purchased my father-in-law's boat and it is my first boat under 30 years old. It is a 2006 16' Landau Jon boat with a 20" transom (measured). I noticed when I opened it up on the water it would get a strong vertical spray from the back of the transom.

After reading some threads in the forums I came to the conclusion my motor was too low in the water. I also found out my motor has a 22 1/2" shaft. Motor is a 2001 Mercury 25 hp ELH.

I blocked up the motor as shown in the photo, and now the clamps are at the top of the transom, and I can't come up any higher. I test drove it on the lake like this, and the spray was virtually eliminated, and the boat seemed to go faster. The cavitation plate on the motor is about even with the bottom of the boat now.

All the motor has for mounts is the top screw down clamps, and 2 mounting holes on the bottom of the bracket (only 2 bolt holes). Can I mount the motor with 2 bolts and the clamps, and leave the blocks out? Is this safe? Does the motor need to rest on top of the transom? This whole thing makes me nervous.

Thanks alot for the advice,

Scott

I realize I can't just leave it like that - but would it be ok with bolts on the bottom? (2nd pic) Do I have no choice but to build a jack plate?

I have had a jack plate listed on Craigslist which I have had no calls on. If it will work for you, you can have it for the actual shipping cost. Just pm me.

Odd because I had some other oddball stuff that was snapped right up. I thought this would be the first to go. LOL.

Even with the bolts in the bottom you are putting a lot of torque on the top of the transom. Like was said by GMI you need a jack plate or a shorter leg on the o/b.

I don't see a problem aside from the clamps not sitting on an even surface, fix that & you should be good to go.
Looks like it's a glass boat, fibreglass some blocks under the lip to make it all even for the clamps.
Put it this way, if the whole transom was 2" higher no one would say a thing but that 2" wouldn't be doing anything anyway.

You need pics of ventilation plate in relation to the bottom of the boat.

I say drop it half an inch so the clamp is below the lip and put the bolts in and ur good to go.
