Need Advice on a Evinrude 15

Have Evinrude 15, long shaft, tiller, pull start that ran fine UNTIL I gave it to my Son-in-law approx. 2 years ago. They used it often until my grandson was born, then sat for a few years. I cleaned the carb. on it about a year ago and got it running. This year the engine was locked up and freed it with a few squirts of PB blaster. It would help if I got straight answers, such as if he didn't add oil to the gas and if he only used only ethanol-free gas. Once I freed it up and pulled carb for cleaning, I KNOW the answer to one of the questions. One of the pics is what I found in the carb, incidentally the same that I found in the carb last time. This time, I can't get it started so I am parting with it because it is beyond my knowledge. My question is, what would I list it for - non-running - or would YOU part it out? As you can see from the pics, it is very clean and didn't get a ton of use since I owned it.1690747889358.jpeg

Was it submerged ?----It is a parts motor if it was.----Easy fix for me here.

why not clean the carb, check fo sparks and compression (post #s here) use fresh gas and keep it way from the familiy and friends. If it did not go fro a swim it may... be fine.

my stuck solid 9.5 evinrude has been a gem

Classic fuel left in the bowel crud.
Carb clean and kit, fuel pump clean out, flush or replace fuel lines and you could be all set.

I did already clean up the carburetor, but I WILL check spark and get a compression check tool before I give up. The rest of the advice is golden too!

The problem with listing a motor that does not run is the uncertainty alone forces a very low price. If you can get it running you can either use it or get fair market value but as a non-running motor you would need to discount it about 80% or more to get a knowledgable buyer and non-knowledgable prospects would probably be best advised to stay away from the motor completely.

It is worth the time to get it running. With that said, I would probably want to check the compression numbers before I bought any parts.

OK. I checked compression, cold, because it doesn't start. 86 on upper and 74 on lower. Not sure of range it should be in, but obviously not within 10% of each other. I also had no spark on either cylinder. Thoughts? or where to start?
