Its really simple,Im trying to open up my fuel filter because I noticed some debris in there,can it be opened?or do you have to get a new one.thanks

I figured it out,but the bottom has a rusty color to it cant be good

You are asking questions without providing much information. What kind of engine, filter, etc?

The fuel filter needs to changed out on a regular interval from contaminants and / or water accumulation. The contaminants will work to break down the filter with time, so even if you don't see anything inside the filter element still breaks down.
