So to further update, I have discovered that the labeled slow speed adjustment are not needle valves and that this engine does not have adjustable slow speed or high speed adjustment, only fixed orifices.
I did sync the carbs and chokes as they were no longer responding the same. That should at least help.
I just discovered that the throttle cam was also severely out of adjustment. I think it is at least close now and it should improve things considerably.
