Thanks for the responses guys. I guess I will start messing with it and try to figure out how bad it is.

How do I get the fitting out, Just use a screw driver to pry it out?

Your not going to get it out by prying it, it has to come out from the inside, there is a hose attached to it leading your livewell, could be a major pain to fix, you have to gain access to below the deck somehow either by cutting out a section of deck and or removing the livewell for starters, hate to give bad advise but there are some pretty decent below waterline adhesive/sealants, There's still a hole in the bottom of your boat that can take on water even with a plug in the fitting.

Once you access it, you shouldn't really have to do anything to remove it. It's broken off, so it essentially already is off. I had the same thing happen, above the waterline (thankfully), it's most likely just sitting there. Unclamp and remove the hose from it, and put on a new one. It's very simple once you have access. And seal it with 5200!

Kyle I can't tell by the picture but is the hole in that fitting threaded? If so all your missing is the outer seal ring and it's probably available, even if you have to buy the whole fitting.

I agree. That fitting looks like it has either sheered off or the outer clamp ring has fallen off. The seal has been lost.

It sure is in a procarious (spell) place down there next to the keel, I can see the flange in your photo's link still intact and it looks like it could have easily been knocked off by comming up on the trailer bunks a little cockeyed, maybe you can swap pull the ring off the bilge pump outlet that's above the waterline just for now and stick it down there.

consider sealing it up altogether? Do you use your livewell or are there alternatives? Through hulls are just plain dangerous; the fewer the better. If yours got knocked off before it could happen again.
Also what's the status of your bilge pump(s)? Seems if you are getting water in the hull it should be coming on.
Don't use the boat until you get this fixed.

The trouble with doing this is that the nut is on the inside. The exterior flange part of a thru-hull is the threaded part. (See below for a representative example). He'd still have to get in there, remove the nut and the damaged section, and then replace. The broken one was either a high-impact plastic or Marelon (space-age plastic), and would be subject to the same damage in the future. If you are going to repair/replace it, I'd use a bronze thru-hull.

If most of the water has been absorbed by the foam, he may not notice anything very unusual with his bilge pump activity.

Repair it right the first time, cause if you don't, there may not be a second time.

So a friend came over today and looked at it.
He found a trap door in one of the storage compartments that opened up right to the inside of the hole. He pulled the fitting out and is about to go buy the replacement part.
There is no water in the bottom of the hull and there is not even any foam in the bottom of the hull either.

Nothing is wrong with my bilge pump, it comes on when I turn it on and turn off when I turn it off. It's switch operated.

You lucked out there with easy access, Nice!

As others have stated, make sure to seal up the thru-hull with 3M 5200, put a healthy line on the fitting and nut, snug it down and then clean off the excess on the exterior of the hull with paint thinner, WD-40, etc. When you go to attach the hose, do the same, jam some sealant (not much) into the hose, smear it around with your pinkie, and then attach the hose. (don't use silicone)

Something else, since the drain thru-hull broke, you might want to look at the livewell pump and the same time and see if it looks aged, deteriorating. If it's in question you might as well replace it too, Walmart has them for $30.
