I have a 2007 Tahoe fish and ski, and bought a holder to go under the side of the empty area next to the drivers seat.

My question is, how thick is that fiberglass? I am to mount it using screws, but would like to make sure I dont puncture through to the outside hull.

When I bought my boat it was used and the side looked like swiss cheese from all the previous ownwers mounting rod holders in various positions. I decided to create my own, each rail is 8' long and the rod holders slide along its length to what ever position is needed. Not necessarily an answer to your question but might be something to think about. 016.JPG 015.JPG

The fiberglass is typically a bit under 1/4 inch thick on most hulls

Actually, you'd want the screws clear through and install a (hidden) plate of some sort to actually hold the screws plus spread the load. A screw direct threaded into the fiberglass is a very weak attachment.
