motor wont crank

my 50 hp tohatsu outboard stopped running while on the water. it was running fine (although never really got up to full speed) and then slowed down until it stopped completely. i can not pull the starter cord (engine is in neutral prop spins freely. please help. do i have a seized motor?? motor has been stored (winterized)for 1 1/2 years before this problem.

It could be seized, or the neutral lock could be engaged. If an old 2-smoke premix model (what model is it?), I hope you were running 50-to-1 fuel, and not straight gas.

thanks for the reply. the motor is a 2007 with 10 hours on it. used 50:1 mix but fuel was old 1 1/2 years old (i did use stablization additive while stored it smelled fine and motor ran ok for about 20 minutes then steadily deteriorated over 5 minutes until it quit entirely. how can i tell if it is seized vs just locked?
