i have a 1975 evinrude 40 hp motor that when you throttle up motor revs very high and when you throttle back down motor stays reving high. no linlage sticking the only way to get it back down to idle speed is to pull the choke and choke it back down. motor was runnig fine it just started this all at once. primer bulb is good. new points, plugs and coils. everything seems to move freely in the linkage. any help is greatly appriciated.
