Motor will not go forward or reverse.

I have a 1989 or 1990 Evinrude motor. When shifting into forward or reverse, it will not engage. I just get motor reving at a high speed.

Have you checked your linkage at the motor to see if the shift cable is moving the shift linkage?

yes. the Linkage is moving back and forth.
