Check your UP and DOWN relays. Relays and moisture do not mix and can fail. I had a buddy with a 150 Johnson that used to blow relays from time to time. This is assuming that you have power.
On the side of the trim bracket is a screw that you turn counter clockwise and it will relieve pressure to lower....Relay's are common but you need to make sure you got good power since this is a big draw item...
