Motor sneezing and idle rough

The outboard is a 1978 Johnson 235. It ran perfectly last year, but when I took it out this year it wasn't idling well. The motor will make a sneezing noise and the rpms will drop a couple hundred. Then it will pick back up and do it again. When the motor makes a sneezing noise fuel will spray out of some of the holes in the bottom carb. When I try to put it into gear it will just die. The motor gets good compression and I have cleaned the carbs. I have tried everything that I can think of, but it hasn't made any difference.

A "sneezing" engine is due to having a carburetor running lean, usually because of a slow speed jet slightly clogged. The slow speed jets on the 1978 235hp model are .028 in diameter. Clean them and blow the passageway out.

I took the spark plugs off today and one of the bottom cylinders had a lot of oil and water in it. I was wondering if there is a way to find out where the water is leaking in, and if this would make it act like it is running lean.
