my motor runs and idles good, even 1/4 throttle, and good full throttle for a little ways then just shuts down, I can put it into neutral before it quits and it will continue to run without stalling. What's Up? any help would be greatly appreciated

I'd be looking at the air vent in the fuel tank, sounds like there is a partial restriction.Strip the petrol cap and use carb cleaner on it,and then blow it out.
A good test is to run the motor with the cap completely undone. If it runs ok,it's proof of a partial blockage.
It won't be a complete blockage if the motor runs and then cuts out.The lack of air causes a vacuum in the tank and restricts the flow.
The reason it picks back up in neutral is because there is not as much demand for fuel from the engine, and which also includes the amount of air to vent the tank.
Sometimes a partial blockage is not obvious,so a careful inspection of the vent in the cap is needed.

1986 28 hp evinrude . I notice the red primer lever was turned to the side, should it be in line with the primer body?

Yes it should be inline with the valve body.----Do you understand how the electric primer valve works ?

not sure, did notice there was gas around it. I've had to take it and everything off to pull the motor twice, going to put zip ties on each connection. I had put new diaphragm in fuel pump 2 years ago. Will also check tank lid for any obstruction. And pull and clean carb, was rebuilt last year.
