Motor not spitting water at slow speeds

I have a 1997 Mercury Force 75 that's runs great, but when at idol or a slow speed it had no water coming out of the pee hole, but has a good steady stream when giving throttle. Would this most likely be the water pump or possibly a thermostat problem?

If you have owned this for a few years and never replaced it I would say bad water pump impeller.

If you have little idea of the history I would say bad water pump impeller.

The water pump was replaced 3 or 4 years ago, so I guess I should start there, it spits water out fine as long as the boats moving, but when your in a wake zone at very slow speed or at idol it spits none at all, and will get hot if your idling, like if your waiting to put the boat back on the trailer

Sounds like the tabs are mostly gone from the impeller.

I believe most will change the impeller part every other season....
