Motor locking into place

I just bought an 87 Manitou Pontoon boat with an Evinrude 50hp motor on it. Should the motor lock into place when its put in reverse? i noticed some hinges on the side of the motor but its not locking it in place it can still move up or down if pulled on?

I don't know what year your motor is but make sure the tilt lever on the port side of the motor is not in the tilt position, that disables the reverse lock.
