motor in gear when in neutral

I have a 93 johnson v4 90/65 jet drive.. Lately when i start the engine in neutral with open choke the engine creeps forward. The gate appears fully closed when in neutral and opens properly when engaging the throttle. Is there a timing linkage that would be causing this? I am new to the jet engine so I apologize in advance if this is a simple issue any advice would be apreciated Thank You

On any of these jet units, there is really no true neutral. Because there is no gearbox & the jet impeller is spinning all the time. So for the throttle linkage to be right for a the carburator & shift assembly the clamshell may well be off enough to not be able for the clamshell to split the difference between forward/reverse to be able to obtain a neutral.

The clamshell can be adjusted somewhat by the cable adjustments.

Play with the clamshell adjustment to find the right spot.

i agree you must adjust the cable to find the right spot. In my experience, a cable may get stretched because of an over-rev while in neutral or reverse. sounds like you may need to replace the cable to have the proper F-N-R locations.
