motor cuts out at wot... water problem?

I just installed a new water pump complete kit last weekend on mi 74 johnson 15hp. I went out fishing and at full throttle for about 30 seconds the motor just shut off and would not restart. I tested it before I went out and it idled fine in a tub of water and did not seem to get hot. I am wondering if the new water pump was not working correctly how fast would it overheat? The motor restarted a few minutes later after a struggle ran at idle ok and then same thing it just cut out. I am going to get new plugs which don't look too bad to begin with I just don't know how old they are. If you line up the tube on the water pump wrong will you still get water flow and maybe just not enough? It does not have a tell tale but I can feel water coming out of the port on the side of the lower unit. I can easily block this hole so there is not a lot of pressure. Sorry for the long explanation I just wanted to include all. I just ran it at idle for about 10 min in a tub of water and it ran fine. Any help would be appreciated. Thanks

Small hole in lower unit is a water drain, don't block it as that is the normal design.

Are you saying that the engine wouldn't start because it was seized, locked up?

Or Are you saying that the engine would crank over fine (rope start or electric start) but simply would not fire and start?

It is pull start. It would turn over just fine. It just would not start.
