I haver a couple Big sillica gel packs 12"x6" I was thinking about ducktapeing them under the deck b-4 i put down the plywood patch and fiber glass it down.

Should i do it or would it make stuff worse?

Those silica packs have a lifespan. It might help for a while, but I would think after 6months to a year they would be done. If it were me I would skip it as if you tape them in, they are going to stay, and will become a wet sogging mess in the bilge. Just my two cents worth, I'm sure others will be along shortly to give more advice.

It would be one more thing to hold water and start rotting the wood, plus if any water did get under the floor the life span of the packs would be about 1 minute.

OK ill skip them. Should there be any holes in the deck? Like for water if any that would get trapped under the plywood to evaporate?

Its a sport lido runabout. ( At least i think its a runabout? mabey older skiboat? )

As long as everything is properly sealed, water should not get in there. Holes do not belong in a deck because that will only lead to water getting in.

When installing anything to the deck, make sure you coat the hardware with some 4200 prior to putting it in. Most water gets in from cracks and inproperly installed hardware.
