Milky stuff from carb # 3

I rebuilt my carbs for a 1989 Evinrude 60 hp. It runs great however there is a constant drip ( when running) of this thin milky crap coming from carb 3 or the air silences cover. What is this? what should I do?

I'm wondering if you might have water in your fuel. Hard to say. Could you have a misadjusted float that's letting the fuel bowl fill up too high?
