changed impeller, manual recomended shift rod be 21 27/32 inches from upper surface of lower unit, it measured 21 1/4 inch and I moved it up 1/4 inch to 21 1/2 inches , when put back together wont shift into reverse, any suggestions on this problem. (1995 115 Evinrude crossflow powerhead)

Measurement is to be taken in NEUTRAL and to be from the top surface of the lower unit to the CENTER of the shift rod hole.

I don't have the 1995 115hp manual at my finger tips so I don't know the exact measurement BUT if you measured in any other manner than mentioned above, therein lies your problem.

thanks, I dont recall if i had it in nuetral, I turned the shift rod 4-5 turns to left to raise it 1/4 inch, is it possible to turn shift rod without dropping lower unit, putting back bolt with pin was a real job.

Drop the lower unit. Put it back to where it was if it was good previously.
