Yup. Blown, soaked. At the time I knew less about the carb than I do now, so I did not concentrate on the 'problem' areas per se. I'm not afraid of removing the needle valve at this point - and I think that's my best hope. when I soaked I suspended the carb to prevent the plastic parts from being submerged in the solution - apparently its OK to soak the plastic choke parts up to 4 hours (not more) so I don't know if that prevented the cleaning from being as effective. Even so, I am surprised after what I've done it still has problems.

You must disassemble everything. Float and needle, jets, emulsion tube nozzle, everything. Then soak all but the rubber parts. Plastic is OK. Then blow out with generic spray. Then reassemble carefully.
