Mercury trim

I had the trim on my mercury 40 elhpto rebuilt a couple of weeks ago. Before the rebuild it would leak completely down as soon as the prop began to push. Took it out today and am having almost the same problem. It leaks down, but not all the way this time. It also seems like it's taking a little more push from the prop before this happens. The shop that rebuilt is replaced all o rings and what they told me what the valve body. Any ideas on what my problem could be? I'd like to have something to go on before I take it back and inquire why $600+ didn't fix the problem.

It could be as simple as low on fluid because they didn't bleed the system. Check the fluid level. If low add fluid then raise and lower it sever times then check fluid level again. Repeat until it no longer needs fluid.
