Mercury trigger assembly

I have a 1986 50 hp mercury outboard that won't start. My coils are not getting power. I replaced the power pack and the trigger assembly. I checked the stator and the red wire has power when the engine is cranking. Should the blue wire also have power? Should the trigger assembly have power on any of it's wires? Any ideas?

You should have 180 v on the blue wire and 20v on the red wire at cranking speed 4 volts on the trigger wires but you need a DVA to capture the voltage.
