Mercury Tracker 75 runs rough, misses

'95 mercury tracker 75 hp s/n OG227895
missing, spits and sputters under load, got it last summer, late, ran rough, previous owner said it had been sitting, put berrymans in it and ran some to circulate. Set all winter, put the muffs on and started, runs much better, revs to 6000 quickly. went to lake, missing sputters, won't go over 3000.
pulled carbs, all orfices clear, reassemble still runs rough, replaced plugs, no help, checed timing very close, will run on one cylinder 2 or 3, won't run on #1.
compression check, 100 psi even on all three.
pulled carbs, remove and inspect #1 reed valves, look new.
any ideas?

Today I checked carb synchronizing, seemed very close with #1 just a little slow moving, while idling, linkage loose, I worked the throttle on #1, it revs up and down, so it is firing ok, as well as the other two. Continue checking fuel supply and the priming bulb often seemed like it was not pumping, then would, I replaced it. Pulled suction tube out of tank, this is in a pontoon boat and tank is high mount and gravity feed, tube looked ok, looking into tank I saw a plastic cap like may have came off a gas can spout 1" diameter and about 1" deep with and 3" plastic strap made on to it. I suspect it was blocking the suction tube in the tank, anyway, reassemble all and start, runs good and very snappy and responsive, will put it in the water tomorrow
