Mercury Tilt and Trim Problem

I have a 99 Mercury 50hp outboard motor. The tilt was working fine during a recent fishing trip for 3 days then while on the water the tilt stopped working. I ran a test light from the switches all the way back to the tilt pump, I have power in all locations. I do hear a click when I push the tilt up or down at both the throttle control handle and the switch on the motor itself. The boat does not have a fuse box or panel that I can locate. I did lift the motor to access the tilt pump, it is full of fluid. What could be my problem?

Unplug the wires from relays to the trim pump and install your meter leads in them and set at 20 volts dc. Hit your trim button up and you should read 12 vdc and the same when you hit the down button. If you dont have 12 volts you have lost the ground into relays or the 12 volt supply.....

Fazt, If I discover I don't have the necessary voltage which would indicate I have lost the ground to the relay switches or the 12 volt supply, is it likely that the ground issue could simply be a wire that goes through the rod locker or some similar place that could have been pulled lose? I know this may be a simple question but I am not good at electronics so I need help in trouble shooting. I feel from your answer that the tilt pump is not the problem, is that fair to assume? The is not nor was there ever any type of odd sound coming from the pump, it just stopped working without warning.
